Regulations

1. Registration

For this Festival's first edition, the competition is open to French and British short-length films. This year's theme is The Imaginary.

Maximum running time of films is 60 minutes, including credits. Films selected for competition must be presented in 35 mm. Films must be fiction and must have a distribution number (after June 1st, 2004). All British films must be subtitled in French. All VHS or DVD copies must also be subtitled in French for pre-selection.

Entry forms must be submitted by May 1st, 2007.

2. Selection process

Participants must send the following documents to :

Copy of film :
Only VHS (PAL/SECAM) or DVD will be accepted for the pre-selection of films.

The sender will pay the cost of shipping the VHS or DVD.

The VHS and DVD can be returned by sending a pre-paid, stamped envelope with the name, address and name of film (or films).

NB: Filmmakers may enter several works, though only one film can be selected for official selection.

The selected VHS and DVD copies will be kept in the festival's archives unless otherwise requested by the filmmaker. If a film is selected, a posted letter notifies the filmmaker. If no letter is received, the film has NOT been selected.

1. The Jury

The selection committee is made up of:
Jérémy BANSTER - actor, film and stage director, and screenwriter.
Fabien MONTAGNER - director, screenwriter, editor and associate of CANTINA FILMS.

The jury will be made up of professionals from the television and film industries. They will be appointed by the festival (the selection committee as well as Laurent MONTAGNER, President of the festival).

All decisions made by the selection committee are final.

2. Selection Process (French Selection)

The 35 mm print must be received 15 days before the beginning of the festival at the :

Otherwise the print must be sent 1 week before the festival's opening to the festival's headquarters :

3. Selection Process (British Selection)

The 35 mm print must be directly sent to the festival's headquarters :

The films will be available as of June 15th, 2007 in these same locations. Some films may be locally broadcasted following the festival. The award-winners are committed not to take their prints out of the competition until the last broadcast.

The following must be clearly marked on the film's container :
Title - Filmmaker's name- Production Company - Duration of film.

All participants who are unable to get their prints to the festival's venue or to the Agence du court métrage must contact the festival's office.

3. Insurance, Transport, Customs: only concerns selected films

The festival requires notification of any fault or damage of prints prior to shipping. Applicants requiring extra care for their prints should make this clear when registering and again when sending the print.

British short-length films :
The sender will pay the cost of shipping prints and/or copies to France as well as customs duties and insurance.
All costs of sending copies/prints back to Great Britain will be covered by the festival.

French short-length films:
The shipping and insurance costs from l'Agence du Court Métrage to the festival's venue and back will be covered by the festival. The festival will cover all insurance costs during the duration of the festival.
In case of theft loss or damage of prints during the festival, the liability of the festival cannot exceed the cost of reprinting the film calculated on the basis of net prices at the rates applied in the various countries.
Only completed copies in perfect screening condition will be accepted.

4. Filmmakers' attendance

The festival will cover hotel costs, for one night, for filmmakers and producers whose films are in competition, as well as their meals. The festival will cover no other expenses.

5. Media and publicity

The right-holders of the selected films authorise free reproduction of stills and clips (under three minutes) for all festival publications, press, TV coverage and Internet.

6. In Fine :

Only the French version of the present regulations will have force of law and the tribunal de Grande Instance de Saint Omer will be the sole arbitrator, should any legal dispute occur.

All Opalciné participants must accept the above regulations. The festival reserves the right to make any necessary decisions to issues not included in the afore mentioned regulations.
